Well, there's a much easier way to find a location agent... in your case, open the in-game info on the caldari navy, go to the agents tab, and simply do a show info on various agents, it'll say whether or not they provide location services.

Well, I wouldn't say I'm particularly experienced, but I have been playing for a few months now. Studying the learning skills and how they work was something I did very early on, and Scourd's assessment looks pretty much the same as the conclusion...
